Yep - it acts as a light, transparent adhesive that'll hold the salt lightly in place and stop it getting blown away when you spray with paint. Since the areas of the miniature that will be in shadow are basecoated dark, the shadows will be easy to get sufficiently dark. I would give it a scuff sanding and then use a chalk/mineral type paint with good adhering qualities.
